At Rose’s Keys Foundation, we believe housing should be rooted in love, dignity, and purpose. We create safe and supportive spaces for veterans and underserved communities to heal, grow, and reclaim their independence. This is not just housing. It is the KEY to a new chapter.
We turn empty homes into places of peace, purpose, and belonging for those who’ve carried heavy burdens without complaint. Our purpose is simple: to create homes that restore dignity, foster independence, and remind every WARRIOR that they’re not forgotten. This isn’t just housing—it’s healing, rooted in real CARE with integrity.
To provide a HOME that comes with the access to trusted resources and holistic support systems that CARE about how you TURN THE KEYS A NEW YOU!
Life is unpredictable and you didn’t ask for praise, you worked hard for what you want and you DESERVE peace. Rose’s Keys is a place where you are valued and no one questions or judges your past. Where the doors stay open, the lights stay on, and someone finally says, “Let us fight for you by providing space designed for you to focus on your future.”
Here, you’re not a case number. You’re a person who matters. We offer homes with the support that respects your independence. Whether you need time to breathe, tools to heal, or just a quiet place to start over, you’ll find it here, surrounded by people who actually CARE.
A Home, Not Just Housing
Your own space. A bed you can count on. A door that locks. A place that’s yours...finally.
Support Without Judgment
Whether it’s mental health, life skills, or someone to talk to, we meet you where you are, not where someone says you should be.
Real Community
You’re not alone here. From shared meals to quiet mornings, this is a place to belong, not just survive.
The statistics are clear. The need is urgent. The time to act is now.
Veterans experienced homelessness in the United States on a single night in January 2024
Of adults with developmental delays lack access to appropriate housing and long-term support
Of youth age out of the foster care system every year, and nearly 1 in 5 will experience homelessness shortly after turning 18
This isn’t one-size-fits-all. The people we serve are as diverse as the stories they carry.
Some are aging and have outlived their support systems.
Some are living with disabilities, trying to navigate a world that overlooks them.
Some are simply exhausted from being the WARRIOR for everyone else.
What they all deserve is the same: a space where they’re SAFE, SEEN, and SUPPORTED.
At Rose’s Keys, we serve people who’ve been overlooked, underserved, or misunderstood because we know the impact that one open door, honest conversation and a place to call HOME can have on your life.
Co Founders
Queen Howard is a Navy veteran, caregiver, and lifelong advocate and resource for the people. From her earliest days volunteering with her late grandmother at a daycare where her grandmother once worked. Queen knew she was called to be a light and voice for others. At just 15, she made a quiet promise to herself: to be her own version of Mother Teresa—offering kindness, compassion, understanding, quality care with patience, and unwavering support to those that world too often forgets.
Her journey has been filled with challenges—PTSD, depression, anxiety, hopelessness and moments of deep struggle after being separated honorably from the military. Yet through every storm, Queen held onto her faith, her love for people, and her belief that healing is always possible. Her life’s work has been shaped by experience, not just intention. She has walked in the shoes of those she now serves.
Today, alongside her husband Cleo, Queen co-leads
Rose’s Keys Foundation, a nonprofit rooted in legacy, love, and lived experience. Together, they’re building systems of care that empower veterans and a multitude of communities to heal, grow, and reclaim their independence—with integrity, confidence, courage and purpose.
This is more than her calling. It’s who SHE IS.
Cleo Howard is the Co-Founder of Rose’s Keys Foundation and a software engineer with a heart for service. His passion for this work is deeply personal, shaped by his own experiences with homelessness and the unwavering strength of his late mother, Rose Maria Howard. Despite facing tremendous hardship, she earned her degrees and became a mental health counselor for military families, showing Cleo what it means to lead with love, resilience, and purpose. Her legacy lives on through the mission of Rose’s Keys.
Though not a veteran himself, Cleo is married to one. His wife, Queen Howard, has given him a deeper understanding of the challenges veterans face after service. Together, they created Rose’s Keys Foundation to provide safe, supportive housing rooted in dignity and compassion. Cleo now uses his skills in technology to build sustainable systems that help others reclaim their independence and thrive. At the heart of his work is a promise to ensure no one is left behind and everyone has a place to call home.
