Co Founders
Queen Howard is a Navy veteran, caregiver, and lifelong advocate and resource for the people. From her earliest days volunteering with her late grandmother at a daycare where her grandmother once worked. Queen knew she was called to be a light and voice for others. At just 15, she made a quiet promise to herself: to be her own version of Mother Teresa—offering kindness, compassion, understanding, quality care with patience, and unwavering support to those that world too often forgets.
Her journey has been filled with challenges—PTSD, depression, anxiety, hopelessness and moments of deep struggle after being separated honorably from the military. Yet through every storm, Queen held onto her faith, her love for people, and her belief that healing is always possible. Her life’s work has been shaped by experience, not just intention. She has walked in the shoes of those she now serves.
Today, alongside her husband Cleo, Queen co-leads
Rose’s Keys Foundation, a nonprofit rooted in legacy, love, and lived experience. Together, they’re building systems of care that empower veterans and a multitude of communities to heal, grow, and reclaim their independence—with integrity, confidence, courage and purpose.
This is more than her calling. It’s who SHE IS.
Cleo Howard is the Co-Founder of Rose’s Keys Foundation and a software engineer with a heart for service. His passion for this work is deeply personal, shaped by his own experiences with homelessness and the unwavering strength of his late mother, Rose Maria Howard. Despite facing tremendous hardship, she earned her degrees and became a mental health counselor for military families, showing Cleo what it means to lead with love, resilience, and purpose. Her legacy lives on through the mission of Rose’s Keys.
Though not a veteran himself, Cleo is married to one. His wife, Queen Howard, has given him a deeper understanding of the challenges veterans face after service. Together, they created Rose’s Keys Foundation to provide safe, supportive housing rooted in dignity and compassion. Cleo now uses his skills in technology to build sustainable systems that help others reclaim their independence and thrive. At the heart of his work is a promise to ensure no one is left behind and everyone has a place to call home.
